Tariff Trade Agreement

A Tariff Trade Agreement is trade between two realms, with a tax on goods that cross the border. Both sides earn extra income each turn, counted on whichever of the two realms has FEWER people — so a pact with a small realm earns little, and the best partner is one as populous as you. A realm still under new-realm protection earns a reduced rate.
