A Technology Agreement shares science between the two realms. Each side's research runs faster while the pact holds.

The help it gives you is bounded by whichever of you holds fewer Technology regions, so it speeds up work you are already doing rather than standing in for it. A realm with no Technology of its own gains nothing from the pact, however advanced its partner is — buy the regions first, then find an ally who has done the same.
