Urban regions are home to your people. The more urban regions you own, the more people can live in your empire.

An urban region earns no gold by itself, but it still costs the same maintenance as every other region. Its worth is indirect: more people means more tax income. More people also eat more food, so grow your Agricultural land alongside your Urban land.
