Treaties are agreements you send to other rulers. A treaty starts only when the other side accepts it. Each treaty type has its own topic.

Two related actions also live on the Diplomacy menu. A Declaration of War ends an agreement at once, and it is costly: your people riot at being ruled by a faithless baron, and you lose a quarter of both your support and your army's morale. It costs nothing if you had no agreement to break. Attacking a partner without declaring war ends the agreement just as surely and costs you nothing at home, though the ruler you betrayed will have their own answer to that.

View Treaties shows your current relations with the other rulers in the game, and below that, the offers you have sent that nobody has answered yet.

Once you hold a treaty, Send Message offers to write to all your allies at once. It reaches every ruler you have an agreement with, whatever kind it is.

An offer waits until the other ruler plays a turn. It does not run out. If you send a second, different offer to the same ruler, it takes the place of the first one, because two realms can hold only one agreement at a time.

Choosing the treaty you already hold with a ruler sends nothing. The game tells you the agreement still stands and returns you to the menu. Declaration of War is the way to end one.
