Biological Attack

A Biological Attack is a missile that spreads a plague. It kills about a tenth of the enemy's people and a sixth of their troopers, and it halves their military morale while also knocking their popular support down to two-thirds. It does not touch their regions at all — no regions are ruined and none change hands.

The missile is priced off all three of the things it hurts: the target's troopers, their people, and their regions. Nothing intercepts it.

Strategy: this is the anti-army weapon of the three. Halved morale weakens the target's whole army, so a plague the turn before you march is worth more than the casualties alone suggest.
