Covert Agents

Agents are your spies. They carry out covert operations — spying, sabotage, bombing enemy targets, bribery, and more.

Agents are what you spend, not what you win with. Each operation needs one, and a failed operation costs you it. On their own, your agents do not change your chance of success, and neither do the target's — the Covert Operations topic covers what does. Where the count tells is alongside an Intelligence Alliance or a Terrorist Prevention treaty, which lend an ally's agents to one side of the reckoning.

What a stock of agents buys you is staying power: a run of failures does not leave you unable to act. Agents do not fight in normal battles. See the Covert Operations topic for what they can do.
